The Environment Agency has published its ESOS Newsletter – May 2025 (Issue 36), which includes an important reminder for all ESOS participants: the Initial Progress Update (PU1) must be submitted by 5 December 2025. This requirement applies even if your Action Plan did not identify any energy-saving measures.
Please note that the PU1 is distinct from the Action Plan, which was due on 5 March 2025. Organisations that missed that deadline are now subject to enforcement action.
The PU1 submission functionality will be available via the MESOS portal from mid-June, with the exact launch date to be confirmed. To support preparation, the Environment Agency has published several resources, including the PU1 template, detailed guidance, and a Q&A document. Timely submission of the PU1 is essential. As part of the enhanced transparency requirements introduced under ESOS Phase 3, all submitted Action Plans and progress updates will be published. This places a greater emphasis on both meeting deadlines and ensuring the accuracy of the information provided.
